Vermaelen has failed to recover from a thigh injury and Sagna has been battling illness which has forced him to stay in London.
So in their place Johan Djourou starts alongside Laurent Koscielny in the heart of the Arsenal defence with Armand Traore recalled to left back.
Wenger is forced to hand a first team debut to Francis Coquelin in place of the suspended Alex Song and Emmanuel Frimpong.
